આગામી વસ્તી ગણતરી માર્ચ 2027 સુધીમાં પૂર્ણ થશે

 

કેન્દ્ર સરકારે આગામી વસ્તી ગણતરી માર્ચ 2027 સુધીમાં પૂર્ણ કરવાની જાહેરાત કરી છે. આ વસ્તી ગણતરી બે તબક્કામાં હાથ ધરવામાં આવશે.

• પ્રથમ તબક્કો: 1 ઓક્ટોબર, 2026 થી પહાડી રાજ્યો અને કેન્દ્રશાસિત પ્રદેશો જેવા કે જમ્મુ અને કાશ્મીર, હિમાચલ પ્રદેશ, ઉત્તરાખંડ અને લદ્દાખમાં વસ્તી ગણતરી શરૂ થશે.
• બીજો તબક્કો: 1 માર્ચ, 2027 થી બાકીના તમામ રાજ્યો અને કેન્દ્રશાસિત પ્રદેશોમાં વસ્તી ગણતરી શરૂ થશે.

મહત્વપૂર્ણ વાત એ છે કે, આ વખતે વસ્તી ગણતરીમાં જાતિ આધારિત ગણતરી પણ કરવામાં આવશે, જેની લાંબા સમયથી માંગ કરવામાં આવી રહી હતી. આઝાદી પછી આ પહેલીવાર હશે જ્યારે રાષ્ટ્રવ્યાપી સ્તરે જાતિઓની વિગતવાર વસ્તી ગણતરી થશે. આ પ્રક્રિયા સંપૂર્ણપણે ડિજિટલ હશે અને તેના માટે એક મોબાઇલ એપ્લિકેશન અને વેબસાઇટ પણ તૈયાર કરવામાં આવશે. આનાથી ડેટા સંગ્રહ અને પ્રક્રિયામાં સમયનો બચાવ થશે અને ચોકસાઈ પણ વધશે.

છેલ્લી વસ્તી ગણતરી 2011 માં થઈ હતી અને કોવિડ-19 મહામારીને કારણે 2021 માં થનારી ગણતરી મોકૂફ રાખવામાં આવી હતી. આ નવી વસ્તી ગણતરી, જાતિ સહિતના સામાજિક-આર્થિક ડેટા પ્રદાન કરીને, સરકારને વિવિધ નીતિઓ અને યોજનાઓ ઘડવામાં મદદ કરશે.

કેન્દ્રીય ગૃહ મંત્રાલયે બુધવારે જાહેરાત કરી હતી કે 16 વર્ષના અભૂતપૂર્વ અંતરાલ પછી યોજાનારી વસ્તી ગણતરીમાં ભારત 1 માર્ચ, 2027 સુધીમાં તેની વસ્તી ગણતરી કરશે. આ દેશની પ્રથમ ડિજિટલ વસ્તી ગણતરી હશે, અને સ્વતંત્ર ભારતમાં જાતિઓની ગણતરીનો પણ સમાવેશ કરતી પ્રથમ વસ્તી ગણતરી હશે.

૨૮ ફેબ્રુઆરી, ૨૦૨૭ સુધીમાં બે તબક્કામાં વસ્તી ગણતરી હાથ ધરવામાં આવશે અને ડેટાનો સંદર્ભ તારીખ ૧ માર્ચ, ૨૦૨૭ ના રોજ સવારે ૧૨ વાગ્યાનો રહેશે. કેન્દ્રશાસિત પ્રદેશ લદ્દાખ અને કેન્દ્રશાસિત પ્રદેશ જમ્મુ અને કાશ્મીર અને હિમાચલ પ્રદેશ અને ઉત્તરાખંડ રાજ્યોના બિન-સમકાલીન બરફથી ઘેરાયેલા વિસ્તારો માટે, વસ્તી ગણતરી માટે સંદર્ભ તારીખ ૧ ઓક્ટોબર, ૨૦૨૬ ના રોજ રાત્રે ૧૨ વાગ્યાનો રહેશે. જોકે, સરકારે હજુ સુધી આ કવાયત શરૂ થવાની તારીખ જાહેર કરી નથી. કેન્દ્રના વસ્તી ગણતરી કરવાના ઇરાદાની સૂચના અને બે તબક્કાઓની તારીખો "જનગણના અધિનિયમ ૧૯૪૮ ની કલમ ૩ ની જોગવાઈઓ અનુસાર ૧૬ જૂનના રોજ સત્તાવાર ગેઝેટમાં પ્રકાશિત કરવામાં આવશે," અખબારી યાદીમાં જણાવાયું છે.

બંધારણમાં આદેશ આપવામાં આવ્યો છે કે ૨૦૨૬ પછીની પ્રથમ વસ્તી ગણતરીનો ઉપયોગ ૧૯૭૧ ની વસ્તી ગણતરીના ડેટાના આધારે હાલમાં દોરવામાં આવેલા લોકસભા મતવિસ્તારોને ફરીથી દોરવા માટે આધાર તરીકે થઈ શકે છે.

બે તબક્કાની પ્રક્રિયા

આગામી સામાન્ય ચૂંટણી 2029 માં યોજાવાની ધારણા છે.

છેલ્લી વસ્તી ગણતરી 2011 માં યોજાઈ હતી અને ત્યારબાદ 2021 માં યોજાવાની હતી તે કવાયત અનિશ્ચિત સમય માટે મુલતવી રાખવામાં આવી હતી, શરૂઆતમાં કોવિડ-19 રોગચાળાને કારણે. 30 એપ્રિલના રોજ, કેન્દ્રીય મંત્રીમંડળે આગામી વસ્તી ગણતરી કવાયતના ભાગ રૂપે જાતિ ગણતરીનો સમાવેશ કરવાનો નિર્ણય લીધો હતો.

"તાલીમ માર્ગદર્શિકામાં એક મહત્વપૂર્ણ ઉમેરો જાતિની ગણતરી હશે. અનુસૂચિત જાતિ (SC) અને અનુસૂચિત જનજાતિ (ST) કોષ્ટકોની બાજુમાં જાતિઓ રેકોર્ડ કરવા માટે બીજો ડ્રોપ બોક્સ ઉમેરવાની શક્યતા છે, જે અત્યાર સુધી ફક્ત બે શ્રેણીઓની ગણતરી કરવામાં આવી છે," એક વરિષ્ઠ સરકારી અધિકારીએ જણાવ્યું.

રાષ્ટ્રીય વસ્તી રજિસ્ટર (NPR) ને અપડેટ કરવાની કોઈ જાહેરાત કરવામાં આવી ન હતી, જેમાં પહેલાથી જ 119 કરોડ રહેવાસીઓનો ડેટાબેઝ છે.

નાગરિકોને "સ્વ-ગણતરી" કરવાની તક પણ મળી શકે છે કારણ કે વસ્તી ગણતરીનું સંચાલન કરતી રજિસ્ટ્રાર જનરલ ઓફ ઇન્ડિયાની કચેરીએ આયોજિત 2021 ની વસ્તી ગણતરી માટે અંગ્રેજીમાં સ્વ-ગણતરી પોર્ટલ વિકસાવ્યું છે. જોકે, આ વિકલ્પ ફક્ત તે ઘરો માટે જ ઉપલબ્ધ રહેશે જેમણે NPR ઓનલાઈન અપડેટ કર્યું છે.

નાગરિકતા નિયમો 2003 અનુસાર, NPR એ ભારતીય નાગરિકોના રાષ્ટ્રીય રજિસ્ટર (NRIC/NRC) ના સંકલન તરફનું પ્રથમ પગલું છે.

વસ્તી ગણતરી લોકસભા અને રાજ્ય વિધાનસભા બેઠકોના આગામી સીમાંકન અને સંસદ અને વિધાનસભાઓમાં મહિલાઓ માટે પ્રસ્તાવિત 33% અનામતને અસર કરશે.

India will count its population by March 1, 2027, in a Census to be held after an unprecedented 16-year gap, the Union Ministry of Home Affairs announced on Wednesday. This will be the country’s first digital Census, and the first in Independent India to include an enumeration of castes as well.

The Census will be conducted in two phases by February 28, 2027 and the data will have a reference date of 12 a.m. on March 1, 2027. For the Union Territory of Ladakh and the non-synchronous snow-bound areas of the Union Territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, the reference date for the population count will be 12 a.m. on October 1, 2026. However, the government has not yet notified the date of commencement of the exercise. The notification of the Centre’s intention to conduct the Census, and the dates of the two phases will be “published in the official gazette tentatively on June 16 as per provisions of section 3 of the Census Act 1948,” according to the press release.

The Constitution mandates that the first Census after 2026 can be used as the basis to redraw Lok Sabha constituencies which are currently drawn on the basis of 1971 Census data.

Two-phase process

The next general election is expected to be held in 2029.

The last Census was held in 2011 and the subsequent exercise scheduled to take place in 2021 was delayed indefinitely, initially due to the COVID-19 pandemic. On April 30, the Union Cabinet had decided to include caste enumeration as part of the next Census exercise.

India’s Census is conducted under the provisions of the Census Act, 1948 and the Census Rules, 1990, and will be completed in two phases: first, the house listing and housing schedule; and then, the population enumeration. Both phases usually span a period of 11 months from April 1 to February 28 the following year. This time around, caste will be enumerated in the second phase.

The 24 lakh enumeration blocks that were finalised for the planned 2021 census are likely to be used for the 2027 exercise. Around 30 lakh enumerators, including a sizeable number of government school teachers, will be trained afresh on the mobile application that has been readied for the exercise.

NPR updation

“A significant addition to the training manual would be the enumeration of caste. Another drop box to record the castes is likely to be added next to the Scheduled Caste (SC) and Scheduled Tribe (ST) tables, the only two categories counted so far,” a senior government official said.

There was no announcement on updating the National Population Register (NPR), which already has a database of 119 crore residents.

The population register was to be updated during the first phase of the planned 2021 census.

Citizens may also get an opportunity to “self-enumerate” as the Office of the Registrar General of India, which conducts the census, had developed a self-enumeration portal in English for the planned 2021 census. This option, however, will only be available to those households that have updated the NPR online.

According to the Citizenship Rules 2003, the NPR is the first step towards compilation of a National Register of Indian Citizens (NRIC/NRC).

The census will impact the next delimitation of Lok Sabha and State Assembly seats and the proposed 33% reservation for women in Parliament and Assemblies.
